Decree No. 2025‑734 of 30 July 2025 on the procedure applicable to collective actions and the public register of collective (class) actions

Publication of Decree No. 2025-734 of July 30, 2025, concerning the procedure applicable to class actions and the register of class actions, in the Official Journal of August 1, 2025.


The decree completes the transposition of Directive (EU) 2020/1828 of November 25, 2020, on representative actions for the protection of the collective interests of consumers.


It introduces the necessary regulatory adaptations related to class actions into the following codes:

  • the Code of Civil Procedure,

  • the Code of Administrative Justice,

  • the General Code of the Civil Service.

In the first code (Code of Civil Procedure), it introduces:

  • a fast-track procedure for dismissing clearly unfounded actions, and

  • a ground for inadmissibility based on a conflict of interest in which the plaintiff in the class action may be involved.


Additionally, the decree clarifies the conditions for implementing the public register of ongoing class actions before all courts.
